Why did Kazi Lhendup Dorjee Khangsarpa decided to merge Sikkim with India?

Kazi Lhendup Dorjee Kansarpa didn't autocratically decide to merge Sikkim with India; he held a referendum, which was approved by 98% of the voters. Apparently there were a lot of people who felt it was a gain.

You're correct; I've converted to community wiki in the hopes that someone else will improve. I did some quick research to better understand the question, and found the answer.
