As far as I know, nobody has shown religous beliefs to be any more complicit in a country's level of development than, for example, the amount of sand the country contains. It doesn't seem likely to me, so without some compelling evidence supporting such a theory, I'm not buying it.
If you were to try to support this theory, you'd have to find some way to explain how this exact same area, operating under this exact same religon, spent nearly a millenia being the richest and most technologically advanced corner of the globe.
