In this era we hear a lot about car accidents. What accident had the most victims and damage? Where was it and when did it occur. I mean civil car accidents.

First of all, I'm assuming you mean accident as an "incident" and not accident, as an accident technically only lasts as long as the vehicle involved remains moving. Thus, car crashes involving many cars can often involve much more than just one or two accidents. (At least, this is the caste with reports filed in America.) Second, I'm not sure what you mean by biggest- most fatalities, most cars involved, most injuries or something else? I'm just going to answer for most fatalities, most injuries and most cars involved, and hope that would be satisfactory. Quickly glancing at Wikipedia, (http://en.wikipedia.org/wiki/Multiple-vehicle_collision#Major_pileups) provides us with sufficient information to see the most fatalities in a car crash. This particular crash occurred on the 11th of March, 2008, in the United Arab Emirates, where 277 people were injured. This was on an Abu-Dhabi highway, with 60 vehicles involved, and also resulted in 3 deaths. This was backed up by Reuters (http://www.reuters.com/video/2008/03/11/hundreds-hurt-in-uae-horror-crash?videoId=77925) For the most cars involved, there seems to be two 300+ incidents on Wikipedia- one in Helinski, Finland, and another in Sao Paulo, Brazil. However, after doing further research, it can be determined that the event in Finland actually involved 400 motor vehicles, meaning that it was larger than that in Brazil (http://www.hs.fi/english/article/At+least+three+dead+as+pile-ups+cause+morning+traffic+havoc+on+roads+into+Helsinki/1101978858246). However, it is not clear whether 400 is the total number on the day or in one massive accident. This accident took place on the 17th of March, 2005, during 8 am (rush-hour), on Highways 3, 4, and 7. There were at least three deaths (no other number is given), and 60 people were injured. Finally, for the most fatalities, there did not seem to be very much information on the number of deaths. As a result, I had to stick with the largest number that I could verify and find- 12. This car crash occurred in the USA, in Tennesse on Interstate 75.
