The article makes it clear that heraldic devices were not used for nations, but for noblemen/warleaders. Are you asking what was the first national flag? – Mark C. Wallace Jan 22 at 15:53

Truly heraldic devices seem to have been first used in Carolingian times. Seals and banners confirm that they were being used in the Flemish area of Europe during the reign of Charlemagne (768–814 AD). International Heraldry
