Very true. I have to agree to this partially. However, we must also keep in mind that a very significant portion of the Muslims had to remain back in India. The Muslim League gained support from those sections of the Muslims also. The reason behind their support for Pakistan/Muslim League is still not clear.

@MonsterTruck While Aurangzeb's policies were hated by the Hindus, they still did not alienate them completely. The Rajputs continued to be loyal to the Mughals. The Marathas were not respected by the people outside their domain because they plundered the resources of the nearby traders and farmers. While the Marathas' first ruler Shivaji was widely respected, he died much before Aurangzeb. That the Hindus still respected the Mughals is testified by the fact that the Hindus sepoys after raising the banner of revolt in 1857 proclaimed the Mughal emperor as their leader.

In my opinion, before the arrival of the British, the Mughals had successfully integrated the Hindus into their system of administration. So, it would be wrong to say that the two communities have been in conflict throughout history. Moreover, what is strange is the fact that many Muslims had to remain back in India (since they lived in Hindu majority areas) even after the creation of Pakistan. So it was not in their interest to see India's partition. But even among those Muslims support for the Muslim League was strong. After independence, most of them supported the Congress.

@JakeJ I agree completely on the facts about population transfer in the USSR. All that I am saying is that at that time many well-intentioned people (for example, Rolland Romain) believed that the USSR was a force for good for the entire world, and many seemed to believe what they said.

By now, I have studied Dhar's book, and I appreciate what he says. He says that not only did the Vajpayee government not help the inquiry, it actually actively harmed it. Repeated requests to show the Home Ministry's documents were denied (they were shown to the previous inquiries), permission to go to Taiwan and Russia was given only after an extraordinary amount of delay, and the embassy officials in Japan were very reluctant to help. The inquiry itself was formed by an order of Kolkata High Court, which found the Government of India's silence on this matter suspicious.

@HermannIngjaldsson Whether the western Allies knew anything or not seems to be still open to conjecture. Relations between the USSR and the western Allies had never been that good before World War II. It is hard to believe that the western Allies would have lost such an opportunity to embarass the communists.

From Wikipedia's article: "Although the trials of former Soviet leaders were widely publicized, the hundreds of thousands of other arrests and executions were not." So, information about persecution seems to have come much later. Surely, the people at that time did not have any idea about it, and so many intellectuals and ordinary people believed that the USSR was a force for good.

@HermannIngjaldsson I was referring to the USSR's non-aggression pact with Germany signed in August 1945. I think I will clarify the reply suitably. As for the role of minorities, many people believed at that time believed that minorities in the USSR were well-treated (indeed, after its creation, the USSR claimed to support languages other than Russian, something that the Tsar had never permitted).
