comment How common was smoking in first half of the 20th century?
I believe Mad Men takes place in 1960-1970. Definitely not the first half of the 20th century (for that matter, neither are the 1950s).

Their names are given in the Wikipedia article you linked.

This was already mentioned in Tyler Durden's answer (the scientists killed were Daghlian and Slotin).

comment Why did the Government of India Act create separate electorates for the depressed classes?
Is there evidence that this was the conscious intention of the British? Or are the quotes you give simply the guesses of their respective authors about British intentions?

comment What was the congressional level of support for Emancipation Proclamation?
Of possible relevance is the District of Columbia Compensated Emancipation Act of 1862, which freed slaves in the District and compensated their former owners. According to this document (PDF) (page 8), in April of 1862 it passed the House 92-38 and the Senate 29-14, and Lincoln signed it into law.

comment What was the congressional level of support for Emancipation Proclamation?
By "the content of the two is very different", you refer to the fact that there were two Congressional elections between September 1862 and January 1865?

Thanks for asking this. I was starting to compose a similar question but struggled to find the wording. I like yours better than what I had.

Might this be a better fit for the recently created History of Science and Mathematics Stack Exchange?

comment How is the oldest bank in Mongolia only 24 years old?
Your third sentence makes it sounds like Mongolia was part of the Soviet Union, which it never was (though as the Mongolian People's Republic it was certainly strongly influenced by the Soviet Union).

comment When did people first tried to limit weapons used in war?
@PatriciaShanahan: According to pages 32-33 of the cited book, the act was introduced in 1508 (during the reign of Henry VII) but the author suggests that it was motivated by the success of the longbow in earlier battles, including Agincourt. I am not sure what the number 46 signifies.

I'm pretty sure the limited technology of the time included hooks...

comment Is there any speech dialogue on record on Palestine independence day given by the Great Britain Prime minister?
@Luke: Changing "Palestine" to "Israel" drastically changed the sense of the question. Victor: What do you mean by Palestinian Independence Day? 15 November 1988? 14 May 1948? Or something else?
