For which stated fact would you like a citation? My answer is based upon simulating the chain of thought of the Russian leaders after taking into account the fact that the Germans now had the oil to use as well as the Russian not - this does not seem to have been mentioned by the OP or in other answers.

Clear cut? No, there are always overlapping factors in pretty much everything. I was coming from the angle of trying to explain why someone might expect the Russians to surrender if they lost 3/4 of their oil supply to their enemy.

At the time the horses had armour sufficient to stop the missiles being used. If this had changed it would have been another reason that chariots went out of date
