Are the testimonies German? Before reading your question I translated it as those roll call. This sale would be a south west German dialect. selli in Alemannic German, jene in German, those in English. I looked for some Yiddish dictionary to find a similar entry, but was not successful until now.

@TylerDurden If you look at the map at wikipedia Skalat is in Ukraine. It changed the last centuries between Poland, Austria, Russia, again Austria and Poland, then USSR (Ukraine) and since 1991 Ukraine. The question could be better, but in my opinion it is not the question where Skalat is located, but how the borders changed around Skalat - so for me it is historical.

In Germany it is a common expression, see e.g. Wikipedia. A similar expression could be Wilhelminische Ära or Wilhelminismus = Wilhelminism.
