A calender is important when you need to know in advance that spring will come in 3months and you have to plant now. If something appeals to the voters and party then you do it - if it happens to align with the nation's interests that's a bonus! Hadn't realised the shah looked doomed in advance, that would certainly be a good time to position elf to replace BP and the American oil companies in the new regime.
