That would make sense. In Europe proper, you'd have guilds and tradesmans associations (unions) that would not have wanted the competition. In the colonies, you had an unskilled workforce and a desperate need for sheer numbers of laborers.

Reading through the comments above, I'm beginning to think the purpose of this question isn't to make an answer but fuel a fire. I'm disappointed, because the works I cite above will provide a lot of the statistics you're looking for. They just might not make the case some people want to make.

Around the same time though, I seem to remember a documentary talking about the history of long distance communication where the French would station semaphores - people waving flags - to transmit messages. Maybe that might be a lead?
