I have since ported all of my custom scripts, concepts & logic to JAMF as either Extension Attributes, Custom Profile Templates or Policies. It was an awesome run and I am proud to say that my work is still being used elsewhere, but at this point there isn't any reason not to use and promote the JAMF product. It truly is an incredible product with no limits.

@NemanjaTrifunovic Yeah I see your point. I believe the actual end of the Western Roman Empire was 476 AD perhaps I should change the date to 330 AD to match the founding of Constantinople. Thank you for kindly bringing this to my attention. I wonder why no one else had commented on this?

Though I agree with your answer it seems the OP is asking for later examples of democracy that were present in India when British colonization began? His question states that he found an example of a democracy, but "600 BC - hardly counts as pre-British."

Though I agree with much of your answer I think the focus of the answer needs to be on just prior to British involvement. The OP stated " I found one weak reference to democracy in 600 BC but that hardly counts as pre-British. Was democracy present in India when British colonization began?" That being said your argument of "can you rally talk about representative and democracy?" does make sense. I suppose a more clearly defined type of democracy from the OP would be needed in order to answer this question with more ease.
