Again, the size of the coin is not intrinsically related to its value; the amount of precious metal contained in the coin is the primary determiner of value. A small coin containing silver will be more valuable than a large coin that is entirely copper.

What does funding source have to do with defining an institution as a university? Bologna was funded by tuition, Paris by the Church, and for that matter, Harvard by John Harvard.
